The railway’s rationale is that when a passenger doesn’t receive a blanket or bedsheet, they report it to the attendant and provide their seat number.

Similarly, if the items from a berth go missing, the responsibility falls on the passenger whose ticket is associated with that berth.
As per the rules, the passenger is obligated to hand over the bedsheet, blanket, and pillow to the attendant before leaving the train. Failure to do so may result in the railway taking action against the passenger in question.
